Water loss above 15% comes straight out of your district's budget — the PSC won't let you recover it in rates. The PSC has investigated rural districts running above 35%; the worst have topped 70%. Every point above the cap is treated water you paid to produce and can never bill. A leak survey is how you get that money back.
