READING YOUR NUMBER
Under 10% — tight system; good performance.
10–15% — normal range, but Kentucky ratemaking caps recoverable loss at 15%.
Over 15% — loss above the cap can't be recovered in rates (807 KAR 5:066). Every point above 15% is water you paid to produce and can never bill. That's what a leak survey is for.
