The math, again

Clear water in a sanitary sewer is a budget line too.

On the water side it's called non-revenue water. On the sewer side it's inflow and infiltration — groundwater and stormwater getting into your collection system through cracked pipe, bad joints, leaky manholes, and connections that shouldn't exist. Treating it costs $2 to $5 per thousand gallons, same as the water you actually sell.

A system taking on 150 million gallons a year of clear water pays $300,000 to $750,000 to treat rain. And capacity spent on rainwater is capacity you can't sell to growth — EPA's own guidance lists "avoid the capital costs of treatment plant expansion" as the reason districts chase I&I.

What we do in a collection system

Jetting & system cleaning

High-pressure water scours grease, grit, and debris from your mains; the vacuum truck removes it instead of pushing it downstream. EPA's checklist expects 8–14% of your system cleaned every year — we make that a schedule, not a someday.

CCTV inspection

A camera and a coded condition report for every foot inspected — because 80% of problems live in 25% of the pipe, and inspection tells you which 25% before you spend.

Smoke & dye testing

Non-toxic smoke finds where rainwater gets in — bad laterals, yard drains, broken cleanouts. Dye testing proves which fixture connects where. The fast, cheap front end of an I&I program.

Root & grease control

Mechanical cutting clears the blockage today; treatment programs keep it from coming back heavier next year. FOG problems get a program, not just an emergency call.

Manhole inspection & rehab

A bad lid or cracked chimney is a rainwater funnel straight into your plant. Inspection on a cycle, then sealing, lining, and inserts where they pay for themselves.

Lift station cleaning & maintenance

Wet well pump-outs, float and alarm checks, grease cap removal — the unglamorous work that keeps the 2am high-level alarm from being your problem.

KENTUCKY · KPDES / CMOM & KY WWATERS

Kentucky requires the program. Kentucky also funds the fix.

KPDES permits require a CMOM program — including a system map with five years of overflow locations and a manhole and pump station inspection schedule. Most small systems don't have the crew hours to build one. And the KY WWATERS fund wrote I&I into eligibility: documenting that infiltration "seriously impairs" your system is literally a funding criterion. The inspection work that satisfies your permit is the same work that qualifies your grant application.
